If you want to go up to the next size while keeping the same aspect ratio, a general rule of thumb is to double both numbers. This isn't very large, so the quality won't be all that great. The smallest size you should work with (and the default screen size of Windows Movie Maker) is 320 by 240 pixels. You could set it to anything you want really, but in order to get it to fit properly, you should pick a standard screen size for the correct aspect ratio (meaning the video won't be stretched or skewed when you play it back). These will represent the width and height of the video file. In the menu bar, select 'View' and then 'Screen Size' to get a dialog box with two places to input numbers.
